The Second Mid-Term Report of GreenSOS Fund, July 8, 2002

From the middle of March to the beginning of May, 24 environmental activities proposals, initiated by student environmental groups from 7 provinces in western China, were submitted to GreenSOS Fund for raising mini-grant support.

After an online discussion between the applicants and the GreenSOS Fund Committee, 10 of the 24 activities were selected finally. With USD3000$ from the Virtual Foundation, USD2220$ was distributed to support these 10 activities. The maximum grant is USD200$. The cost of initiating, coordinating, translating, and supervising Greensos Fund Program is $500. So far USD280$ is left, which is going to support another activity or moved to next year program fund.

All these proposals, committee selection results and implementation reports of selected activities will be available at www.greensos.org in Chinese by the end of September, which are some good or bad examples for all student environmental groups in China. The implementation of GreenSOS Fund Project is very helpful for young student leaders to learn the basic skills of writing mini-grant proposals, running projects with responsibilities for sponsors and summarizing mini-grant projects.

More detailed report on the implementation results of these 10 projects are supposed to be finished by the beginning of October, 2002.

A News release on the GreenSOS Fund program is going to be launched in the middle of October, 2002. According to this year’s experience, it is better to give student groups more time to prepare their proposals and give committee members longer time to review and discuss their proposals. The committee of GreenSOS Fund is getting along now. I think GreenSOS Fund could have an even better achievement next year. Li Xuan is a very active and responsible leader in this committee. First Midterm Report of Green SOS Fund

On March, 2002, Green SOS Fund, with USD 3,000 sponsored by ECOLOGIA and Virtual Foundation, was established to support 10 environmental activities in 2002 initiated by student environmental groups in western China. Up to the deadline of April 15, we have received 23 proposals from 7 provinces and prefectures.

2. Management of Greensos Fund

1. Establishment of Greensos Fund Council: The Greensos Fund Council was established on March 10 to manage the fundings. All the 13 members in the Greensos Fund Council are former leaders from Student Environmental Groups of 7 provinces and prefectures in western China. The service duration is two years.
All proposals from the Student Environmental Groups, the opinions from the Greensos Fund Council, the defenses, the vote and the final decision will be published on the internet(http://www.greensos.org/).

2.Duties of the Council

Be responsible for the examination & approval of the project proposals of the student environmental protection in West China.
Make the distribution and supervision of the minigrant implement.
Responsible for the supervision of the implementation reports of all Student Environmental Groups when the projects are completed, and publish the reports on the internet(http://www.greensos.org/).

3. Procedures of Projects Operation

Application - Before April 15, 2002

4. Distribution of Fund

Distribution of Greensos Fund to the approved projects is operated by the following regulations:

Upon the final decision of the Fund Council, two thirds of the fund will be paid to the account of the council member within a week. At the end of the implementation, one third of the fund will be paid up to the qualified projects.
Implement report should be returned to the Fund Council.
The detailed use of fundings should be reported to the Fund Council.
Formal invoices and the signatures of the superintendents are strongly advised.
Evaluations of the Fund Council will be open to the public. (The budget over RMB2000 will be covered by other match fund.)
