Comment: Up against a complex Russian bureaucracy, the participants did not succeed in their goals. However, they deeply appreciated the support which made their efforts possible.
The local NGO "For Life" has been active in using public environmental reviews, public hearings and other legal mechanisms to prevent environmentally detrimental projects in the Central Russian region of Kostroma. In 1995, "For Life" organized a regional referendum against the construction of Kostromskaya nuclear power plant. The referendum was successful, but in 1998 regional authorities declared the referendum's decision invalid and decided to continue with the plant's construction. The Russian Green Movement initiated a court case opposing the construction and the case is currently underway.
Members of "For Life" have been called on to participate in the legal proceedings against the construction of the nuclear power plant. However, the court proceedings are held in Moscow, many miles away from Kostroma. "For Life," therefore, requires funding for travel expenses, communications and office supplies to allow members to participate in this important legal case.
